(1) A resistive divider with 2 × R1  between VIO and VSS is used as load. The output is connected to the center tap of the divider. For full drive strength, R1 = 550 Ω. For reduced drive strength, R1 = 1.6 kΩ. CL = 20 pF is connected to the output to VSS.
(2) The output voltage reaches at least 10% and 90% VIO at the specified toggle frequency.
(3) In all test conditions, VIO ≤ VCC.
