Setting the supply voltage is done by connecting the VDD input directly to the 24V rail without the need for external circuitry. The device being able to handle 65 V on VDD means the monitored voltage rail can handle any voltage transience up to 65 V. Good analog design practice recommends using a 0.1 µF capacitor on the VDD pin.
