If the entire EXTAB entry for this function is small enough, it is placed in the second EXIDX word and the upper bit is set to one. The second word uses the same encoding as the EXTAB compact model described in Section 11.5, but with no descriptors and no terminating NULL. This saves 4 bytes that would have been a pointer to an out-of-line EXTAB entry plus 4 bytes for the terminating NULL.
