Board Design Choices that Affect Thermal Performance

The thermal design of a PCB can impact various aspects of a design:

Functionality/Reliability Will the system work in the expected temperature range?
Cost Will changes for thermal considerations make the board cost too much?
Weight Is there a weight restriction that would limit thermal dissipation options?
