3.7 Issue 7 - TEST_POWERDOWN changes

Applicable EVM Revisions: E1, E2

Issue Description: TEST_POWERDOWN (pulled up to VCC3V3_TA) and VCC_5V0_EN (pulled up to VMAIN) signals were shorted through a 0 ohm resistor. To avoid backflow from VMAIN, a pull up resistor on VCCC_5V0_EN connected to VMAIN is made DNI and R585 is mounted which is pulled to VCC3V3_TA
