8.3.1.1.3 PP_5V OVP

When the voltage on a port's VBUS pin exceeds VOVP4RCP while PP_5V is enabled, then PP_5V is disabled within tPP_5V_ovp and the port enters into the Type-C ErrorRecovery state.
