The Transmit MII Clock can be gated off in the module save the power when the MAC is in Low-Power Idle (LPI) mode. Setting the LPITCSE in MAC_LPI_Control_Status register enables this feature. This is not applicable to the RMII mode, since the Transmit clock is needed for transmitting the LPI Pattern.
