8.5.4.1 Default Memory Model

If you do not use the MEMORY directive, the linker uses a default memory model that is based on the ARM architecture. This model assumes that the full 32-bit address space (232 locations) is present in the system and available for use. For more information about the default memory model, see Section 8.7.
