Boot: ROM timeout for eMMC boot too long

Details:

Due to a bug in ROM, if attempting to boot in eMMC boot mode (ie, from eMMC boot partitions, sometimes referred to as eMMC alternative mode) from an eMMC device that is empty or erased (or factory fresh), the normal boot timeout to switch to backup boot mode will take 10 seconds.

Workaround(s):

Need to boot from another boot mode if this timeout considered too long in the system.
